IMO it is Swiss, don't feel too bad, I bought 1 as my 1st e-bay purchase.

Definitely Swiss. The Germans did not use splinter bags. These were manufactured to match the rectangle Swiss shelter halves of the same material. There may be a Swiss cross on the under side of the flap.
