Help identifying interesting 1941 pack frame

Hi guys, I have had this for a few years, though I would get it out to photograph. It is maker marked fng 1941 and waffenamt marked. It is not like any standard version I know though. It looks almost like it could carry a cable reel, but it is not the cable reel type. Any one seen one before?

Undoubtly good frame but I would rather put my attention into GJR stuff, there is a lot variations of standard M39 and M43 frames. Below what I found in Internet ( part of manual via www.ostfront.com)
