This item seems to be the smaller part of a czech army backpack.
The czech army used a lot of equipment that was patterned after the old
Austrian Hungarian army specs.

This item is clearly one of them.
I had two of these in my posession many many years ago and thought them also to be of some vehicle use.

The pics are from the book "The emperor`s coat " and are showing the
1916 dated "Patronentornister " .
