Looks post-war to me. Most likely Bundesgrenzschutz or Berliner Ordnungspolizei. Leather is too smooth, stichtchings are in black tread. Markings are typical for these post-war pieces. Name in full, '69' could even be the date of manufacture. Value around 5-10 euros, not more...
