A toque / balaklava (scarf).

I can read it - its about newly designed goggles with longer wire-hook for dispatch-riders, that way a removal of the googles doesnt mean a removal of the helmet first: "At the moment we are testing this model, but in the meantime you (the drivers) could help yourself and construct your own hooks, following the drawings".

What ever he is wearing under the helmet reminds me of the early between war pilots cloth caps. like the type the old barnstormers wore
