Can anyone tell me if this is third reich?

I was given this today and am not sure if it is ww2 or not, it is 3 ration tickets, they are in german and are for meat,bread and butter.
The helmet decal and the tickets all came from an old book I bought at a sale. Could the decal be original also?

From what I can see, the decal is a Reproduction KM? Also, the ration card is I believe post war.
