I'm curious if these packing instructions was pre-war or war time? I would think for war time in the field a soldier would pack more important items in his pack, items he would need in the field

The backpack was on the truck of the Gepäcktroß and was packed with these things. I cannot think of any more important things he could replace them with at the front. And if he had something else to store there was enough space in the Kleidersack or in additional bags on the trucks of the company. The uniform items were frequently checked.

All military organizations have formal proscribed lists of items and how they will be packed and displayed.
This would vary somewhat in acyual use, but definately there is a required setup.
Stood many a field and worse, full field inspection.
Then comes field, foot, and wall locker inspection, complete with complications related to deficiencies.
