    Looks to be. The various date stamps are periodic inspection stamps.

        If this is in fact a parachute, it is not for a person. Looks pretty small....

          Its for a flare round about $30

            It is, I believe, a "Hilfsfallschirm", or "helper chute" ("pilot chute") used to pull the main canopy out of the pack after the ripcord is pulled.
