In my opinion, this is an example of the type of item sold at stores that catered to members of paramilitary organizations such as the HJ and SA. Members of these organizations had to supply their own equipment and there is a lot of variation. I think this bag could have been used by a number of these organizations, even the SS or NSKK.

Thanks Chris, I always thought it was HJ but maybe I should look it over more closely. Good to know its is possible its some private purchase variant to a TR Org.
