These straps appeared in a book that came out about 15 years ago. It was called something like Waffen SS Uniforms in Colour Photographs or something like that. There was a photo series of a Waffen-SS Gebirgsjager wearing these straps and they were reported to be "special padded Y-straps for the Gebirgstruppen."
I was a much younger and less experienced collector then, and I bought a pair form Bill Shea around 1995, because hey...how could the book be wrong and if Bill Shea is selling them, they must be correct?
Well, after I bought them I saw that the date and maker's mark stamped into the leather looked too new. It didn't match the wear of the straps. I was in college then and had access to the libraries of 5 of the best colleges in the US, so I did some research. I could find no historical evidence of these straps as WWII issue. The internet was just getting fired up then as well, and I was a member of one of AOL's militaria chat rooms in its infancy. A few of the members on that forum also confirmed my suspicions.
So, to make a long story short, I agree with pzrwest, MP44_Tom, and Messerschmitt. From what I learned these are indeed Austrian or West German post war straps, and as pzrwest mentioned, not even GJ.
By the way, I explained to Bill Shea what I learned about the straps and he took them back without even blinking an eye.
