These packet might have been faked IMHO . I have owned, the same type of packet and found one ( based on this one) and it was different in a few way.
Vulkan sanex did produce condoms packet reserved for the WH, they were the same as sold in the civilian market, but with a different text on the reverse.

I still have the packets I posted at the start of this thread back in 2006 and I do believe they are original (the packets themselves- not sure about the contents). As Jim Pool pointed out, these were included in a reference book from 1991. Around 2000 these were all over the place but have since dried up. I think these original packets have been copied and faked, the variation also posted in this thread is a fake IMO. I have one of the ones in the aluminum tin, too, from the former Eastern Front.
