Strange black M43

Hi Guys,

I was wondering what your thoughts may be on this odd cap. It is very heavyweight and has lining beneath the ear flaps. There is the remains of a white stamped size 59 and the skull looks like it may be cut down from an original collar tab?

Would be grateful for your thoughts in this strange item!
