It looks similar to this Heer armband which means "Officer on duty".

I'm afraid I can't agree. The term was Feldwebel was not used within the SS-TV and official TV documents refer to Führer vom Dienst for any N.C.O. rank with temporary command of a function.

From what i found on the net FvD is rather early and worn in Camp, what do you think guys please.

I agree that the F.v.D. brassard is usually associated with camps, although the photo posted above certainly looks more combat related. Perhaps the full image might tell us more.
As for the date, a 1941 presentation album from Gross Rosen shows the brassard still in use.
