That is not a Gahr mark... It is the SS Culture marking.... and usually they are done very nice... the piece itself looks nice just maybe not as old as they're saying [Silver has been cheap the last few years]..
The outer and inner circles on front want it to looked hand dapped. Done with a tool by hand. But the piece is a total cast. Showing a fault like the ones on front and the poor quality Culture mark would have just gotten the maker shot by the SS man! , IF it had some period reference of some sort and better provenance,,,maybe....

I have never heard of the SS Kulture Rune.
Some pieces I've seen carry this sign. And all of them always use the name Gahr münchen. Here's another example of a brooch. Should probably be synonymous gahr. And the story is very adventurous.
