Don't think it's for a vehicle as it's one sided,and not metal..think it's just to hang..looks ok..never saw stripes added.Probably wartime..but some will say coulda been added postwar..how does material of stripes seem?

Looks more like a house made Tischwimple to me than a vehicle pennant.

I agree with DMS. It is not SS. This seems to be one of the cheaply made triangular pennants that were strung together on a cloth tape and used as decorations for parades, etc. They were sometimes made with an unfinished edge. It looks like someone between 1935 or so and the present added the black nylon or silk looking edging. Burning a thread might help to date when it was done.

With the black edging, I can see why he might have assumed it was SS, as the SS brassards are trimmed in black.
