Strange SD(?) photo

Hello there,

Here's a portrait of an Estonian volunteer in German service.
Any opinions on the getup? The open-collared tunic paired with an obviously civilian sweater makes me think SD, but that wouldn't explain the nonsensical combination of enlisted man's shoulder straps and mirrored (!) officer tabs.
Could he be a lowly private who just found a bunch of rank pips and slapped them on to look fancy for the camera?

Isn't the Volksturm configuration ? Certainly not SS.

The Volkssturm theory would definitely explain the mirrored tabs, but I still have my doubts.

Did the 'sturm even accept foreigners? If memory serves, they only drafted German nationals previously deemed unfit for military service.
