I believe the ribbon bar device is a Party 15 year long service rather than Police ... there looks to be flecked stripes up either side and possibly the darker 10 year ribbon and device next to it. Next comes the 13th March 'Anschluss' and 1st October 'Sudetenland' medals. He also has an Ehrenwinkel on the sleeve.

Very nice picture. He seems a little old for an NCO with such a background, but then again he has Officer candidate tresse too. Seems like there's a story there.
