Interesting picture!

More a shirt style garment then a tunic obviously; typical Italian pocket fashion as well and with what appears to be italian buttons on the pocket flaps. Don't believe it to be a Italian issue item though and most probably locally/custom made.

The instructor has indeed what appears to be a SS buckle, so the caption is correct. Note the not standard fez being worn by both.
