    It's definitely not Curt Wittje:

The man in the photo is wearing rank insignia for a Standartenführer and the chained SS dagger introduced in 1936.

Wittje was already promoted to Oberführer in 1932 and was a Gruppenführer by 1936. The cuff title for Abschnitt XV doesn't match, either.

(Also, he was indeed not an aviator in WWI, but an artillery officer.)

I think it is Wilhelm Schroeder:

      https://de.wikipedia.org/wiki/Wilhelm_Schroeder

(Assignment, rank and decorations match perfectly*, and I'd say he looks like him, too.)

*) The SS-Dienstalterslisten list the Golden Party Badge, EK I, SA Sports Badge, 1914/18 Honor Cross and unspecified WWI decorations. Schroeder had served as a pilot in WWI. He was the head of Abschnitt XV from 1 Jan. 1937 to 20 May 1939 and was promoted to Standartenführer on 12 Feb. 1935 and Oberführer on 9 Nov. 1937.

Well, he's wearing the badges for a Standartenführer assigned to Abschnitt XV, which makes it possible to date it to a fairly narrow timeframe:

It was taken between January 1937 (when Schroeder transferred from the 20th Standarte to Abschnitt XV) and November 1937 (when he was promoted from Standartenführer to Oberführer).
