It's a very nice unissued silver-grey BeVo machine-woven sleeve eagle that could be used by any other rank, not necessarily NCOs. It could even be worn by officers on a field tunic, I'm sure that was the general idea … to save expensive production of bullion and flatwire sleeve eagles..
