From my collection,Put together, all aluminum insignia,the skulls are marked from left to right:M1/52,Ges.Gesh,M1/24 and the eagles are marked:155/38,M1/8.M1/52
Sorry forgot the middle skull are a CupAl Assman..

how to put them in line from top rare, rare, less rare (relatively)
skull: M1/52,Ges.Gesh,M1/24
eagles:155/38,M1/8.M1/52

I would say that the SS skull in CupAl marked Ges Gesch from Assman (both prongs intact) are top rare
Second skull would be the M1/24 skull (both prongs intact) in third place the M1/52
unfortunately missing both prongs..
The Eagles,I would say the M1/52 with both prongs intact,second the 155/38 eagle
With both prongs intact,the third eagle M1/8 missing one prong..
I have read threads from SScollector about rarity of skulls & eagles and there are
many variables to have in mind when making that list of course...

I would agree with all of your listing, except I now think that the aluminum M1/8 is a bit rarer than the 155/38.
