SS Visor Cap Skull and Eagle-Opinions

Gents, have you ever seen one's like this before? I am assuming they are bad, but want to make sure. The skull is heavier than usual, almost feels like it's made out of silver. It's hard to see in pic, but the eagle appears to be marked M1/40. Best pics I could get right now. Thanks...Jeff
