Have there been any military dealers arrested for crap like this? It happens with fake autographs all the time, but something like this should be enforced the same way.
It's one thing to not know you have a fake item. But if he's been around this hobby for 30 years and sells items that would be worth 10 to 20k if they are real for 2-3.5k, there's just no way he doesn't know.
