Interesting indeed
The template for this eagle is not the standard one used for an arm eagle.
This appears to be custom made.
The cross thatch on the eagle chest is usually associated with Heer eagles,
although I do have several SS eagles on file with this X thatch.
I am wondering about the dimension- width?
It almost looks like some cap eagles done in bullion, and the trimming of the
background cloth?

I would've said the breast crosshatching reminded me of Diplomatic birds.
