Looks like alu dug.
Based on pins I think this type of skulls are not early type of danziger skulls(this way they are not Imperial Kaiser type)
They were used I think by early SS allgemaine units .This type of skulls are bigger as regular panzer collar patch skulls.
Here is almost same zinc variant one to copmpare.
Notice the different type of pins.
