I found this picture, and you can clearly see Reinhard Heydrich on the 2nd from the right, wearing 2 cuff titles. Does anyone know what they are?

No, I've seen them with the piece of paper, but that cuff would be way to low, as wound the cuff title. I think it is the silver SS Chiefs cuff title, with something else underneath of it?
