Again, not quite true.
When orange waffenfarbe was introduced in 1939 it was indeed only for the recruitment branch.
However, in May 1940 Himmler ordered that the orange was for a broader range of Sonderdienste (Special Services).
This included; the supply services, legal services, technical services, recruitment and the members of both Standortkommandantur (Dachau and Prague).
This same order introduced the shoulder board cyphers we see here.
The standortekommandantur had several duties but recruitment was not one of them.
