Photo is dated 1931. Am I seeing this right? Is this fellow SS? Were the SS known to wear white shirts in 1931? Thanks

When looking at these old photos, one must remember that the SS suffered from shortage of uniforms and insignia throughout it's existence, and some interesting non-textbook things can sometimes pop up.

Hello.
Political uniforms were banned in Germany in 1932 although I’ve seen photos of SA men protesting wearing head gear and bare chested! I don’t think this is a protest of course but could be of that time.
I also believe the white shirt black tie was the combination of choice by Austrian SS before the Anschluss.
