As I mentioned before, the consensus appears to be the Norwegian SS formation never did bullion ravens. That said, It was suggested to me that the subject bird may well have been “associated with higher ranks of Quisling Hird personnel”. Knowing nothing of the Hird or Norwegian Hirden I Googled and assume it’s a reference to the Norwegian equivalent of the SA. Knowing nothing on this subject I’m guessing there was a difference ‘government’ related uniforms/insignia and the SS formation just as there were differences in the Reich. I would like to learn more on this if one of our Norse colleagues could expand on this.
Also, for my own edification, I note the Quisling bird on the cap photo kindly linked by Christian as with many of the metal birds one sees, the circle behind the cross is red. However, I note on some insignia Marius posted, such as Minister Rolf Fuglessang’s visor, and the insignia for the "Førergarden" here: http://dev.wehrmacht-awards.com/foru...=F%F8rergarden even the plate for their mess-hall here (http://dev.wehrmacht-awards.com/foru...=F%F8rergarden) all appear to reflect their respective circle being black. Was a black background vs a red significant of something?

And here you can see guys in Hird uniforms (kepi and jacket) being lead by Førergarden`s leader sveitfører Per Carlson. Stripes in trousers are white so they must be early FG:Attached Files

Thank you Even though not directly related to this part of the forum it is higly relevant as many Norwegian hird members were awarded the Frontkjemper badge as members of Waffen-SS.
This is not T.T.`s personal badge (as none of his awards are known to exist) but loops for the FK badge can be found on the jacket:
