They are 70's fakes.

Do you have these in your possession?
As Ian has stated, they were heavily faked in the 70's.
However, the very early tabs had silver wire piping:
which was disregarded for the more common/ favourable
bullion piping.
Favourable for the bullion did not tarnish like the silver wire
piping keeping its lustre.

The formation of the runes, the large fold-over material, the buckram and the fake litzen are all typical of 70's fakes ... only the pips are not, most had the grey side-pronged pips.
