Help with ID on Shield and Board

I mainly deal with SS items and with the grouping I picked up I feel that this might be the best place to start with my questions. I am looking to see if any of you know what either this arm shield is, or this board. The board is police I know, but I am not familiar with the brown piping. As for what the shield is, I have not a clue after my research. Thank you all in advance!

The board is an officer in the Gendarmarie (police).

Wow! thats some nice looking shield [good or bad!].....

The colors are for Estonia. But that doesn't mean its Estonian! It really does look the part,,hope someone can ID it for you..

You should be able to check the White with a small black light for brighteners,, also maybe get a few threads and check for synthetics..
* IF your unfamiliar with any of that Please just leave as it is!!! Hopefully someone will come on and ID it and tell you all the info you will need to know!

Interesting shield. I would not count the black as part of the shield colors and to my eyes the colors look green and white. Perhaps the shield is showing some region or city's coat of arms colors? ie. volunteer fire fighters from some city in Germany or Austria?
