Panzer eagle...............No, not a chance; much larger eagle with longer wings.

I think you mean a panzer beret eagle- that is not what it is described as- it is a cap eagle- either for M43 or officer sidecap so could be any branch really.

Looks like a Belgian or Flemish made version to me- possibly original but will defer to others on that
