Here the Pictures... I found the Ring in 2014.

Any hallmarks or silver stamps on/in it?

The ring was reduced in size. Think the part where the Silvermark is was removed. You can still see the old soldering line where it was soldered again. The material would have to be silver, since one does not see brass at the break site.

On the Outside is a little Mark. Manufacturer?

Could be... or an import mark. If you can get a closeup of it, they can be researched by nation. Google "silver hallmarks" to get a listing of national marks, content stamps, and some makers too

Looks like an austrian "Tukan"-mark for silver.
