Found this item today.. seems to not have the prongs as I can't see them through the packet. Does this have a chance of being genuine ? Sorry for the bad photos..

Looks as though it has a broken off pin base on the lower left .... Now why/how would that happen ?

The package makes it look like these were awards rather than mere badges for a cap ... we put far higher value on these things than they would have had back in the day .... I'm sure they would have been supplied in boxes of 100 or similar to cap makers.

I'm very intrigued by it Ian, that's why I posted it here for opinions.. I've never seen a skull like this in a paper packet before and it really caught my eye..

the packet makes zero sense why would they mark it that way, and the skull is broken IE the pins, but take out the skull and show it, maybe a collector made the packet

Ha ha , cool. The skull in the envelope reminds me of my wife when she goes to Ardene's and buys the $5 grab bag of jewellery. Believe me I hope it real !
