Could this be an messed with original CT (allgemeine numbered unpicked) band with WIKING done over the top ?

David- I was thinking that exact same thought. The Wiking is not even centered correctly but the CT itself seems period.

I bought a blank cuff title in the late 70's and the guy had a big bundle of them. Tagged originals. I bet a lot of them got humped up.

Maybe. But I would bet that off of the uniform it would be thicker and very stiff compared to an original.
