Cuff title in period picture Waffen SS?

Here is an interesting picture that another WAF member shared with me...both of us wanting to know the organisation of the man on the right...
he is surrounded by SS men, but he does not have an SS Sleeve eagle...
Another soldier does and has a cufftitle as well...

I have a feeling that he is a Reichsbahn Beambte in service of the armed forces
and therefore wearing field-gray with a RB cuff title...
Something like this one from my collection...similar but less text...
Btw those RB type cuff titles were later replaced with the RB sleeve eagles with location name indication.
Based on the M36 uniforms (and pointy shoulder strap worn by the TK-NCO on the far left), I believe it is an image from the early war period.
Thoughts? The man with the muystery CT also has metal unit cyphers on his shoulderboards it appears another trait for RB personnel
    in armed forces service...or?
    I don't think it is W-SS related...

    Thoughts?

Interesting so my Reichsbahn theory is Kaput...
So something like this Weitze example...
Never heard of these before...I had to google it!
So it's not necessary a leadership (fuhrer) position, not strictly for officers...
He appears to be enlisted rank...and I wonder why he doesn't have an SS sleeve eagle...?

I consider this style, with credit to the collector guild.
Cannot find anymore photos of the example I got once, there are different styles of those examples.

            Another picture.
I know a person who has about 6 or 7 of these.
They don't move very well without the 'ϟϟ' on them.
