I am more comfortable evaluating the 627 produced wrappers, they have some details not seen here but which in all likelihood may be just peculiar to that maker, I do believe each maker had some minor differences. I have never seen a bet ra produced wrap, only four pocket jackets and pants in wool and dot material, that doesn't mean they didn't make them. Maybe Prittcnets book shows more. I can't say good of not good without holding in hand, but it does merit a look if you get a solid return policy. I would and can not dismiss it out of hand from just the pictures shown. The pictures just don't show enough detail, I really doubt they will. Rare piece so proceed with caution.
