Relic grade skull. Real? Collar tab?

Relic grade skull. Real? Collar tab?

I realize there isn't much left of this one, but if it's genuine, it's worth saving. Hence my questions, genuine and is this what's left of a collar tab.

As always, thanks for everyone's help.

Original. Many were poorly cut off of POW uniforms and brought back as souvenirs. I understand the Soviets paid a bounty for Totenkopf collar tabs and cuff titles that proved the death of the SS man.
