      No idea about the cap; the eagle anyway is a nice Cupal state eagle, as in use since the mid 1930's and not even a political eagle!

              To start with, exactly what makes it "SS" in your opinion? It is traditional design that the SS adopted only in 1940 but before the SS it had already been used by Luftwaffe for years (since 1935) and also by Kriegsmarine for example as well as others like paramilitary etc. iMo nothing makes it "SS" and after all there is even no ss insignia on it.

              Note the same cap (of the same cut/design and color) on a Grossdeutschland guy below
