Yes, at first they were awarded on combat performance rather than being given out as other were.

                          Wow great image!
A coxswain qualified HJ member, no doubt Engineers, SS-Pionier-Abteilung 12 (Sturmpionier).
Black piping on black shoulderstraps (and therefor not visible), a terrific portrait showing the Coxswain trade badge
worn low on the sleeve in the "W-SS' position.

That other POW image (repeated below) was indeed taken during the Ardennes campaign.
Of interest is that the HJ soldier already lost his SS sleeve eagle and SS collar tab!
Taken by a GI? or was he trying to hide the fact he is W-SS? (Skull still visible on M43 cap)

Likely the former, as the 'outline' of the sleeve eagle would still be a dead give-away that he was W-SS. With outstretched hand unbuttoning, looks like the jacket is going to be taken off next.

Member HouweTrouwe posted this image on WAF before, (in 2011) worth repeating here!

2nd image (colorized) is a home made one..." H J Div"
I guess these were very hard to obtain and officially had to be earned even...
That letter from the HJ Panther crew member asking his mother to find a dozen or so for his platoon was interesting!
