Considering Den Norske Legion (Freiwilligen-Legion Norwegen) did not come into existence under the Waffen SS until June '41, I would say this is a post-war fantasy piece.

the ring itself a copy (I doubt it's a copy) or SS runes

These rings have nothing to do with the norske Legion, there are also different types of the norge 1940 SS rings. Some weeks ago there was one for sale in this forum.
I can not judge this ring.

Almost anything, especially the runes, comes under immediate scrutiny (especially on rings) as a suspect item. that being said there are real ones, but they are rare. and probably none that fit this pattern for lots of reasons, most obviously for historical accuracy/inaccuracy. the best thing to do is research your silver stamps if your ring has it- this does, and its attributed to Brodrene Lohne of norway. However, although the 830 was a common purity standard, the makers mark appears inaccurate, the "Lo" should be raised in a square depression whereas this "makers mark" is the other way round. Ive seen fake Lohne Norge rings and this is about what they look like....the cartouche on the real ones was often left to personalization- initials, luft eagles, etc- the runes are a dead giveaway that this was a rarity/money driven add-on by someone attempting to create a rare looking and therefore desirable and expensive fake.
