I see a Polizei Division member with standard insignia for that SS unit (until mid 1942)
Their shoulderboards btw were bottle green, not black, besides the litzen, another unique thing for that unit until regular SS insignia was adopted!

police. interestingly that the soldier on a jacket has early pentagonal shoulder straps.

These were the Einsatzgruppen. They had this kind of setting with WH or Polise Collar tabs but with the SS arm eagle

Wrong! Einsatzgruppen were Sondereinheiten which were "special task force" units... These could have been Einsatzgruppen der Sicherheitspolizei/ Sicherheitzdienst (SD) or Schutzpolizei (Grune Polizei) or Waffen SS troops...
or even a combination of these troops.

However they did not wear mixed insignia.
The photos shown are men of the 4th Polizei Division troops (W-SS).
