M42 and M43 Tunic Collar Question

Do all M42 and M43 SS tunic collars have the HBO material on the underside? If not, we're they ever just three layers of wool?

Variants exist with wool, cotton, "steelsilk" underside.inside is some sort of thin stifning mostly.
