Interesting bullion cap eagle

Just found this rather unusual and worn example, although it's odd I have to say that I like it very much. The head design is similar to the Flemish cap eagles- anyone seen one like this before?

This one is really a stretch for me. The quality and the symmetry for a wartime piece is not there, IMO.
