German State armband

Any idea why a Waffen SS officer would wear a German State armband?
This Heinreich Hoffmann picture was taken during a demonstration of the recently raised 20th Estonian SS Division
and next to the officer you can see General Sepp Dietrich as well as Heer + a LW officer!
Curious about the purpose of the armband!
There is another SS officer and a civilian in the background, both also wearing such yellow armbands, which would indicate their function as State representatives, correct?

Interesting. Max Wunsche and Otto Baum are wearing the armbands.

According to captions it was a demonstration of new weapons. Hitler was there.
In this pic an Army panzer RK holder and Himmler are wearing them.
