SS police troops?

I was wondering if these were SS police troops placing that eagle on the sleeve of an army jacket?

Standard SS Polizei Division set up through 1942. (besides collar litzen also field gray shoulderstraps were worn as shown)
The litzen btw are not Heer types but in Polizei Grün and the shoulderboards were also special, piped in polizei green!
Unique to this Division in the early days, before adopting the standard W-SS insignia! Nice images!
