SS sleeve eage: BeVo-variation or interesting new fake?

I've personally never seen an eagle like this. Might this be an less known original or a recent fake?

I have always been under the impression this was a either french/Belgium issue eagle due to the design of the back and distinctive head.
If my memory serves me well ... There is a much larger bird that looks very similar to this which my belief is the fake.
I have a gut feeling this is the original perhaps ? Or is this the much lager one I mentioned ?????
