Very interesting photo, thanks for sharing Ludwig.

Can you magnify the band at all for a better view?

Great find this Latvian cuff title image! The metal cap insignia probably also locally made!
The Estonians also used unofficial legion cuff titles like "Estland"

maybe I'm incorrect,[?],,,,,but for SS volunteers,, Weren't they supposed to wear their national arm shields on the left arm under the eagle?
Guy with CT also has a metal SS eagle on the side of his field cap!

Such nationality shields were seen being worn on both sides of the sleeve, depending on time span...Early was on the right. Later lower left and finally upper left below the eagle...
Metal insignia was also a typical Latvian trait. Nothing out of the ordinary here for these Baltic volunteers other than the custom cufftitle!

                        Dear sirs

What about this rare local made (?) police cufftitle I saw in Riga war museum this spring?

Yes another (known) Baltic example. That is actually an authorized cuff title used by Baltic SchuPo members from Latvia.
This Riga area based Police unit also often used Heer style NCO tresse application on the collar of their polizei uniforms (with NCO rank),
which was an unauthorized (un-German) practice ...See illustration!

More here on this Anti partisan Polizei unit: (most of these men eventually transferred over to the Latvian Waffen SS - 15th Div, as it reads)

In the German docs featured few types:

Cufftitle called Latvija - never introduced

Lett. SS-Frw.Legion and Lett.SS-Frw.Div. - there is a confirmation of wearing and a mention on the docs. Exists very short period

Lett.SS-Frw.Div. - There is a mention on the docks have a confirmation wear - very short period of time there

Question what cufftitle on the sleeve?

Was expected to introduce cufftitles and honorary titles Aperāts (Karlis Aperāts) for 32. regiment - but never introduced.

Lett.Frw.Polizei Rgt.Riga - the official, there is a confirmation on the docs

Hinrich Schuldt - there is a confirmation of wearing and a mention on the docs.
