The first thing that pops out at me is the hats. Are those Heer style chinstraps? The placement of skulls and eagles are funky too. They look like Heer visors with added SS insignia to me.

I think your right........ look close and I think you might see shadows of breast eagles on both tunics too. If I get a chance I will outline them so you'll see what I mean.
