SS blank rank tab check

Hi all,
just wondering if this (unissued?) tab looks OK - I know there's not much to go on with blank rank tabs!

Tough call - I like to tell by the buckrum. Some buckrum is unmistakable, - but others hard to tell. Not sure on this one. Gently lift up the flaps - there shouldn't be any adhesive between the 2 pieces of wool.
